I just don’t understand why the voot app is not available outside India. And why can’t we watch it.

All I can suggest is trying a website like Fiver, Freelancer or Upwork and see if you can hire someone in India to sign up on your behalf. You would probably have to pay them for their “time”. I’m not sure of a better solution unfortunately.
