Have you tried selecting a couple of different UK locations? Such as Kent, London, Wembley etc? If it’s still not working then it’s possible they have blocked access and you should request a refund from ExpressVPN as you have 30-days to test it.

Stan seems to be actively searching for IPs used by VPNs and blocking them. Haven’t tried Express yet, but Windscribe and Tunnelbear both no longer work.
